At the beginning of 21st century, as an organizational form for enterprise cooperation, strategic alliance has already become an important cooperation form of higher education institutions. The changes of external environment for higher education require universities to strengthen the horizontal cooperation. The strained relations between university and government need interuniversity alliance to work as an intermediate organization to coordinate. Universities in the after-merger era need to find out new ways to enhance the competitive advantage. To improve independent innovation ability requires universities to create alliance much more to realize collaborative innovation. To settle the dilemma in the development of university alliance, it is necessary to have a new comprehensive knowledge of university alliance.
