Alliances between higher education institutions is essentially a institutional result of game among actors in situations of specific actions. Based on the theory of Rational Choice Institutionalism, with the actors＇ characteristics and the scope rules of resources competition of actors in situations of actions as the classification dimensions, we can classify alliances between higher education institutions into patterns, that is, regional and homogeneous institutions alliances, national and homogeneous institutions alliances, national and heterogeneous institutions alliances, and regional and homogeneous institutions alliances. The Rational Choice Institutionalism can not only explain the behaviors of universities and colleges under the restriction of union institutions, but also provide a tool of analyzing how universities and colleges game each other in the specific situations to construct union institutions.
