In conformance with structure and function related laws,the social security prevention and control system composed of many elements should be rational in both structure and function. Therefore,the ＂behavioral structure of management＂and＂behavioral structure of feedback＂will interact as major elements within this system. Moreover,the ＂daily beneficial interaction theory＂can explain the interaction between such system and crimes. In this way,the management model of this system can transfer from a plane form to systemic form,the management authority can change from state monopoly to citizen participation and the management methods can change from post- control by law to prevention by society. In conclusion,these are the proper meanings of the stereoscopic social security prevention and control system in the new era.
