In the new round reform of collective forest property,it is necessary requirement for forest right mortgage loan to realize legalization,which is also inevitable choice to maintain forestry property rights mortgage interests of related parties.The paper holds that realizing legalization is fundamental to solve problems following forestry property rights mortgage practice.For the purpose of deepening the new round reform of collective forest property,this paper analyzes forestry property rights mortgage loan legalization from four aspects：the connotation and extension,legitimacy demonstration,loan type and legal requirements and recommendations.
