运用DEA-BCC模型和DEA-Malmquist生产率指数法,以省份为决策单元,测算集体林权制度改革后南方集体林区和其他林区的林业技术效率和林业全要素生产率,进而对南方集体林区林业产出效率进行横向比较分析和纵向比较分析,并借助卡方检验考察林改对南方集体林区省份林业产出效率提升概率的影响。研究表明:林改以来,南方集体林区林业技术效率一直低于其他林区;南方集体林区林业全要素生产率、技术效率和技术进步的增长速度,均快于其他林区;而南方集体林区林业产出效率实现提升的省份所占的比重,并未明显高于其他林区。
Based on provincial decision-making unit(DMU), the paper measures forestry technical efficiency (FTE) and forestry total factor productivity(FTFP) both in Collective Forest Area in South China(CFASC) and in Other Forest Area in China(OFAC) after the collective forestry property rights system reform(CFPR.SR) by DEA- BCC model and DEA-Malmquist productivity index method. The paper furthermore analyzes forestry output effi- ciency (FOE) in CFASC through horizontal and vertical comparison, and studies the effect of CFPR.SR on proba- bility of provincial FOE rise in CFASC by Chi-square test. The empirical results indicate that the main conclu- sions are as follows. FTE in CFASC is always lower than in OFAC. The growth rates of FTFP, FTE and forestry technical progress in CFASC, are all higher than in OFAC, but the proportion of provincial FOE rise in CFASC is not significantly higher than in OFAC.
