The paper researches practices of the new round Collective Forest Ownership Reform in Fujian,Zhejiang and Jiangxi Province,and makes suggestions of building the nationwide platform of performance and service about the forest right reform,trying hard to developing forestry specialty co-operative organization,improving forestry logging quota system and the innovating forestry financial service system based on the comparison and analysis of the solutions,effects and problems in the main reform forest property rights,forestry tax,forest property mortgage,forest insurance and compensation mechanism of ecological forest.
