目的为研究中国政府科技投入对企业研发支出造成的影响。方法采用实证方法,分析了近15年来中国政府科技投入对企业研发支出的影响,并比较了有关国家的数据。结果总体而言,政府科技投入的杠杆作用要大于挤出效应,但政府向高校提供研发资助可能会挤出企业研发支出。结论以政府科技投入为主导,以企业研发为主体,调整高校研发投入结构,才能充分发挥政府科技投入对企业研发支出的影响。
英文摘要：
Aim To explore the impact of Chinese government S＆T funding on business R＆D expenditure. Methods Using practical method in the study, and analyzing 15 years data of Chinese R＆D investment as well as some developped countries＇. Results Totally, the impact of Chinese government S＆T funding on business R＆D expenditure is the leverage effect. But the government funded universities and colleges for R＆D may crowd out business R＆D expenditure. Conclusion In order to make use of the effect, it needs to enlarge the goverment S＆T funding, adjust the structure of college S＆T investment, and urge enterprises to be the research heart.
