The phenomenon featuring ＂Number-one leadership＂ has long been a common presence within the CPC ac- tivities, and has evolved into a de facto ＂Number-one leadership＂ system within the Party. This system has caused a num- ber of adverse effects, hindering the development of inner-party democracy and the building of socialist democracy, serious- ly undermining the CPC principle of ＂Democratic Centralism＂, obstructing the sound development of democracy within the Party, and deviating from the development trend of socialist democratic polities. These issues call for urgent attention from CPD organizations at all levels by clearly discerning the serious mistakes and harms of the so-called ＂Number-one leader- ship＂ system and determining to eradicate this stubborn ＂disease＂. We need to establish and improve supervisory mecha- nism, especially systematic supervision in a framework with more operability.
