Taking village cadres as the research object,in-depth study is made on the impact of their individual decision and duty decision in dealing with emergencies.Through analysis of village cadres＇ behavior in emergencies,proposals are put forward of standards and specification process of village cadres＇ behavior in three phases of incident prevention beforehand,disposal in the matter,and recovery and reconstruction afterwards.Suggestions are also given for strategies establishing standardized village-level emergency organizations,so as to promote the institutionalization,standardization and procedures of decision-making in emergency.
