通过平均调度优化确定发电权的初始分配状况;通过煤耗最少目标下的机组组合模型确定发电权交易的理想状态;通过对比按装机容量分配碳排放权以及按基准年发电量分配碳排放权两种情景下的最优发电权交易状况,分析碳排放权分配对发电权交易的影响。结果表明,适当向高能效机组倾斜的碳排放权分配方式有利于推动发电权交易的进行,进而提高大容量机组的利用效率。
The initial allocation of generation right is determined based on the average dispatching ; a unit commitment model is established with constraint of the least coal consumption to explore an ideal condition of generation right trading. The impact of carbon emission fight initial allocation on generation right trading is analyzed by comparing the optimal generation trading results under two allocation methods, with one based on the installed capacity and the other based on the reference generation amount. It is indicated that allocating more initial carbon emmission fight to high-efficiency unit can effectively promote generation right trading and improve the utilization efficiency of large capacity units.
