Service innovation is an uncertain process. From the two dimensions of size and source of service innovation uncertainty, there are uncertainties of the market, competitive imitation, internal integration, and product. From internal resources, external resources, and information network in communication, the paper investigates a mechanism in reducing above uncertainties, and proposes two suggestions on resources integration.
