Pilot parallel import of cars has been one of the light spots in Shanghai Free Trade Zone（ ＂FTZ＂）. It aims at providing the customers with more choices over import cars and breaking the monopoly led by the sole distributor system. Over the past six months,though the pilot parallel import of cars has already been practiced,yet the scale of such import still remains relatively small and the market focus on such import still unstable. As a matter of fact,this phenomenon arises from the legal ambiguities on the ＂intellectual property right＂, ＂3C certification and commercial inspection＂, ＂Customclearance＂, ＂customer protection and competition law restriction＂. As a result,the following measures could be adopted so as to improve and promote the parallel import of cars： to promote the legislation at the top level on parallel import cars,to improve the trade facilitation measures for the parallel import of cars,to optimize the 3C certification and commercial inspection on parallel import cars,to introduce the bonded hire purchase system on parallel import cars,to enhance the consumer protection mechanism on parallel import cars,to implement the anti-monopoly law over illegal restrictions on parallel import cars,and to give clear acceptance on the IP legitimacy over parallel import cars. In order to transfer the pilot parallel import of cars from policy level to real practice,it requires inter-department cooperation and implementation of multiple measures. As the pilot matures,the system has the potential to be extended to the parallel import of other products.
