产学研联盟是国家进行技术创新的重要源泉。随着中国创新驱动发展战略的提出,如何促进产学研联盟的形成和稳定运行,成为亟待解决的问题。本文在对现实进行合理假设的基础上,从实际出发,建立产学研联盟博弈模型,通过使用简化约束条件下的动态最优化等方法,为产学研联盟构建了理论研究框架。从联盟成员个体和联盟整体两个层面对产学研联盟的形成路径和稳定性进行分析,并总结了联盟内外部对其产生影响的主要因素。重点研究了联盟成员需求不同、资源优势差异、投入不足、外部环境与利益分配机制这些因素之间的关系,及其如何对产学研联盟的形成过程和稳定运行产生影响。鉴于此,中国在促进产学研联盟发展和稳定运行的过程中,要发掘产学研各主体的真实需求,完善有关的法律、法规和政策,厘清政府与市场的职能界限,加大对技术创新的投入力度,建立一个广泛的产学研信息交流平台,引导产学研联盟规范自律,以摆脱当前产学研联盟的发展瓶颈,促进全社会技术创新能力的提升。

英文摘要：

Industry-university-research Alliance is an important source of technical innovation. With the innovation driven development strategy put forward by China, how to promote the formation and stable operation of the industry-university-research alliance has become an urgent problem to be solved. Starting from the practice, this paper gives the reasonable assumption of the reality with a coalition game model, using a simplified dynamic optimization method to construct the theoretical framework for the alliances and analyze the full path of alliance formation and stability. From summarizing the internal and external factors that major influence the alliance, this paper focus on the needs of different members of alliance, insufficient investment, the difference in the competitive advantage of alliance members, the external environment and the interest distn＇bution mechanism, and try to explain the relationship between these factors and show how the alliance formation process and stable running are influenced. In view of this, for promoting development and stable operation of industry-university-research alliance, China should explore the real demand of each potential member of the alliance, improve laws and regulations as well as policy, make clear the functional boundaries between government and market, increase the technical innovation investment gradually, establish a wide information exchange platform for industry-university- research alliance, and guide the industry-university-research alliance making self-disciplines. With all above, China can get rid of the bottleneck of the development of industry-university-research alliance. The whole society will experience improvement of technology innovation ability.
