Using the panel data of high-tech industries from 2000 to 2010, it conducts an empirical study and compares the performances of government R＆D fundings to state-owned and non state-owned enterprises. The result shows that the government R＆D funding has a significant negative impact on state-owned enterprises＇ technological innovation while it has a significant positive impact on non-state-owned enterprises. It also shows that no matter enterprises are state- owned or non-state-owned, their own R＆D expenditure has a significant positive impact on technological innovation and there is a significant inverted U-shaped relationship between enterprise scale and technical innovation; the profit has no significant impact on state-owned enterprises＇ technological innovation, but it has a significant negative impact on non- state-owned enterprises＇ technological innovation; the absorptive capacity of state-owned enterprises has no significant impact on the performance of technology introduction, but the weak absorptive capacity of the non-state-owned enterprises seriously restricts the increase on their performance of technology introduction.
