As a subsystem of social governance, governance of ethnic issues shares the basic core with social governance, but its scope is explicitly restricted to the field of ethnic affairs. With ethnic society operation and ethnic having their own logic and characteristics, ethnic issues has a number of attributes different from those of common social governance. This paper attempts to define the basic concepts of the governance of ethnic issues and explore the peculiarities of ethnic issues in light of the general charac- teristics of social governance. The authors wish to specify the attributes of the governance system and ca- pabilities of ethnic issues by combining generality with particularity.
