After referring the mature scale of innovation network,six characteristic variables are identified（ including the strength / length / satisfaction of network relationship,and the size / openness / heterogeneity of network）,measurement scale is designed to measure the role and function of the characteristic variables on the collaborative innovation capability. A questionnaire survey is made on 112 state key laboratories. Exploratory factor analysis and structural equation model fit test are conducted on the impact models of innovation network and collaborative innovation capability. The influence mechanism of the innovation network on collaborative innovation capability is clarified.
