Community health service is the foundation to achieve the goal health for all. The bilateral referral mechanism composes the one of major parts on community health in context of deepening healthcare reform. As the bilateral referral mechanism should be achieved based on the information network platform, establishing the network information platform, standardizing electronic medical records and improving the level of information technology will be the key measurements.
