目的：探讨＂新医改＂背景下药事服务费纳入基本医疗保险补偿范围问题的对策。方法：分析药事服务费纳入基本医疗保险报销范围的方案制定及实践操作的难点,借鉴国内、外先进经验,探讨其补偿方式、补偿水平及相关管理配套措施。结果与结论：应借鉴国内、外相关经验,制定合理的补偿方案,发挥制度的联动效应,并完善监督管理机制,促使药事服务费发挥其控制药品费用的作用。
英文摘要：
OBJECTIVE：To investigate the countermeasures for the problems of pharmaceutical dispensing fee brought into the scope of basic medical insurance compensation under New Medical Reform.METHODS：The difficulties of scheme formulation and practical operation of pharmaceutical dispensing fee brought into the scope of basic medical insurance compensation were analyzed.Compensation method,compensation levels and related management supporting measures were investigated based on the experience of foreign and domestic experience.RESULTS CONCLUSION：Referring to foreign and domestic experience,reasonable compensation scheme should be formulated to play the coupling effect of systems.The supervision and management mechanism should be improved to play the role of pharmaceutical dispensing fee in the control of drug expenses.
