针对城市洪涝易损性评价,提出以反映指标复杂度的分维作为指标权重的思路,同时考虑评价标准边界值的模糊性,基于集对分析原理建立分形模糊集对评价模型.将建立的模型用于湖南省29个城市的洪涝易损性评价,并与其他评价方法进行对比.研究表明,除少数城市外,大多城市的洪涝易损性等级属于中度.所建模型评价结果符合实际,有助推进自然灾害综合评价研究.
In order to solve the difficult problem of objectively determining the evaluation index weights in urban flood-waterlogged vulnerability, the idea of fractal dimension, which can indicate the target complexity as an index weight is put forward in this study. Taking into account the fuzziness of evaluation standard boundary value, the fractal fuzzy set pair evaluation model is suggested based on set pair analysis method is suggested. The suggested model is used in urban flood vulnerability assessment of 29 cities in Hunan province of China, and is compared with other evaluation methods. The results show that the suggested model is objective, simple and effective. So the fractal fuzzy set pair evaluation model can be widely applied to comprehensive ranking evaluation of different natural disasters.
