为阐述职称评定过程中广泛采用的无序投票法所存在的缺陷并对其进行修正，通过深入研究比对有序投票法、计分法以及Borda计分法则等投票规则，论证了Borda计分法则在满足最基本的选举法则的同时可以弥补传统方法的诸多缺陷。因而，可以说Borda计分法则是较有序投票法和计分法更加公平和有效的投票规则。
英文摘要：
To elaborate and revise some shortcomings of the widely used orderless voting rule during the process of professional titles assessment, we get that Borda scoring rule, as a more equitable and effective voting rule, can not only satisfy basic voting rule but also overcome some shortcomings of traditional voting method after comparing the orderless voting rule, with the order voting rule, scoring rule, and Borda scoring rule.
