中文摘要：

甘肃省水资源问题非常突出,必须加强用水总量控制。转变水资源利用方式,提高水资源利用效率,特别是提高农业用水效率,对于缓解甘肃水资源供需矛盾具有十分重要的现实意义。解决甘肃水资源短缺问题,不仅要建设农业节水工程,更重要的是保证其建成后的长期运行。如何解决甘肃省农业节水工程的长效运行问题,是当前急需解决的重大问题。本文主要研究甘肃省农业节水工程的长效运行问题。在分析甘肃农业节水工程现状之后,系统梳理了农业节水工程的发展阶段与特征,从政策、法规、资金、技术、管理等方面总结了甘肃省农业节水现存的主要问题。最后,文章探析了农业节水工程的长效运行机制,并着重从政策、法规、资金、技术、管理政策法规等方面,就甘肃省农业节水工程如何实现长效运行机制提出相应的对策与建议,以期为甘肃省制定农业节水工程长效运行机制提供科学、合理、有效的参考。

英文摘要：

Water issues are very prominent in Gansu Province,Total water control must be strengthened.Change water use patterns,improve water use efficiency,especially to improve the efficiency of agricultural water relevance to alleviate the contradiction between supply and demand of water resources in Gansu is very important. Gansu to solve water shortage problems,not only to the construction of agricultural watersaving projects,more important is the completion of its long-running after use. How to solve the long-term operation of Gansu Agricultural Water Conservation Project,a major current problems need to be resolved.This paper studies the long-running problem of water-saving projects in Gansu Agriculture. After analyzing the current situation of Gansu Agricultural water-saving projects,the system reviews the development stage and characteristics of agricultural water-saving projects,from the policy,regulatory,financial,technical,management,summarized the 9 major problems existing in Gansu Province,agricultural water saving.Finally,the article explores the long-term operating mechanism of agricultural water-saving projects,and focus in terms of policies,regulations,capital,technology,management policies and regulations on how the agricultural water-saving projects in Gansu Province achieve long-term operating mechanism and corresponding countermeasures recommendations,in order to provide scientific Gansu Province to develop a long-term operating mechanism of agricultural water-saving projects,rational and effective reference.
