采用动态比较、专家访谈等研究方法就我国发展城市体育服务综合体的问题进行了研究,通过分析体育服务综合体的国内实践和总结其国际经验,提出改建现有大型体育场馆、增设服务功能、现有商业综合体转型发展为体育综合体等、以体育综合体理念全面规划新建场馆等发展路径。发展体育服务综合体应把握土地出让、政策衔接、公益性与经营性问题,着力推进PPP模式、引进现代企业制度等机制。提出体育服务综合体纳入“十三五”规划、以国企力量为主改造现有大型体育场馆、发挥混合所有制在体育综合体运营的优势作用、有针对性的制定税收与投融资扶持政策、设计合理的投资者回报和权益保护机制等促进城市体育服务综合体发展的对策。
By using the methods of dynamic comparison and expert interview,the present paper analyzes the necessity and feasibility of developingCity Sports Service Complex ( shortened as CSSC) . The paper summarizes the trend and experience in developing “CSSC” at home and abroad and points out that the development path for CSSC include:rebuilding the existing large sports venues to add new services;transforming business complex into city sports service complex;planning new sports service complexes with reference to new sports complex idea. In the process of developing sports service complexes, issues concerning land transfer,policy continuation, public wel-fare and business operation should be handle properly. Efforts to promote the PPP model, and to introduce mod-ern enterprise system should be strengthened. The authors suggests that the development of CSSC be written into“the 13th Five-Year National Development Plan”, state-owned enterprises play a leading role in transfor-ming existing large stadiums, enterprises of mixed ownership play their advantage in sports complex business operation, policies to support taxation and investment and financing and mechanism of ensuring reasonable re-turns for investment and protecting the rights and interests of investor be worked out so as to promote the devel-opment of city sports service complex.
