采用文献资料调研、专家访谈和实地调查法就我国公共体育场（馆）的发展问题进行了研究。研究认为，体育场（馆）发展中主要存在土地供应结构失衡，集约利用程度不高，重大轻小；服务功能单一，重复建设问题严重；资金来源渠道单一，严重依赖财政拔款；财政后续投入严重不足；体制机制不活，运营管理水平较低；资源闲置较为严重和税费政策不合理，扶持政策缺乏等方面的问题。在分析国内体育场（馆）未来发展趋势和国外体育场（馆）发展主要经验的基础上，提出确保建设用地，鼓励共建体育场（馆），适度控制大型体育场（馆）建设，加快中小型体育场（馆）建设，改建现有体育场（馆），完善服务功能，加大财政保障力度，拓展资金来源渠道，分类推进体育场（馆）管理体制改革，加强现有员工职业培训，实施专业化运营，提高运营管理水平和争取政策支持，落实已有扶持政策等促进体育场（馆）发展的对策建议。
英文摘要：
By the methods of the literature review, the expert＇s interview and the field survey, this paper analyzes the developing issues of the public venues. It considers that the main issues were the unreasonable supplying structure of the land, the lower usage of the land, stress the major venues and light the small, the simple function, the serious issues of the double-con- struction, the narrow financing model, the shortage of public investment, the inflexible system and mechanism, the lower level of managing, the vacancy of the venues and the unreasonable of the tax policy. On the basis of analyzing the developing trend and the foreign experience, it puts forward some advices such as securing the land supplying, encouraging to co-building ven- ues, controlling the building of the major venues and speeding up the construction of the small venues, rebuilding the existing venues, perfecting the service function, increasing the public in-vest, expanding the financing channels, classifying and boosting the reform of the managing system, intensifying the vocational training, implementing the professional operation and stri-ving for the supporting policy to promote the development of the public venues.
