为评估煤矿瓦斯爆炸灾害风险,应用区间层次分析法(IAHP)建立评估对象层次结构体系,用区间数特征根法求解指标权向量,设置指标风险等级分界点,确立单项指标分段功效函数来改进功效系数法(ECM),构建基于IAHP—ECM的灾害风险评估模型。从人员素质、生产装备、环境条件和安全管理等4个方面确定20项瓦斯爆炸灾害风险评估指标,提出以瓦斯浓度作为关键指标实行“一票否决”的变权评估。评估实例表明,基于IAHP-ECM的灾害风险评估模型是一种简单实用、操作性较强的风险评估方法。在评估指标体系中实行关键指标“一票否决”制符合煤矿安全生产特点和规律。
For the purpose of assessment of gas explosion disaster risk in coal mine, according to the IAHP, an evaluation object hierarchy structure system was established and index weights vector was solved by interval number eigenvalue method ; through the establishment of the single index of segmentation effica- cy function,the ECM was improved. An assessment index system of gas explosion disaster risk was estab- lished, that includes the factors of personnel quality, production equipment, environmental condition, and safety management, and the four major factors were classified into 20 indexes. The key indicators "one- vote veto" system was put forward that setting gas concentration as key indicators of variable weight evalua- tion according to the characteristics of gas explosion disaster. A risk assessment sample was given. The results conform to reality. The IAHP-ECM model can reduce information loss, and meet the requirement of classification of risk assessment, which is a simple and practical, operational risk assessment method. The key indicators ' one-vote veto' system complies with the characteristics and laws of safety production in coal mines.
