分析山东省能源系统的基本特征及其对区域发展的影响，结果显示：在过去的半个世纪内，山东省能源系统的发育经历了为国民经济发展提供能源保障到需要外援才能满足自我服务功能的巨大转变。同时，由于能源生产结构的落后，系统发育水平仅略高于全国平均水平。能源产业的发展在过去几十年中对山东省区域经济发展起到重要促进作用，两者相关系数达0．8388，但随着产业体系日益完善，能源开发对经济增长的影响开始逐渐减弱；受当地产业构成、能源产出结构和质量的影响，目前山东省能源资源经济产出和环境影响都不尽人意，从而增大了当地环境污染的负面效应。要改变当前现状，山东省能源系统除节能、增效外还需在改善能源消费结构、提升劳动生产率等方面加强引导。

英文摘要：

This paper focuses on the basic characteristic of the energy system and its impact on regional development in Shandong. The findings indicate：first, energy industry of Shandong has made a great contribution to its regional development in the past decades, and the correlation of energy exploitation and GDP is 0. 8388;secondly, the activity of energy exploitation in Shandong has a weaker and weaker influence on local economy as the industrial development has been in favour of the heavy manufacturing sector; thirdly, such an structural change cause more difficulties in updating energy quality, energy use efficiency and environmental protection;finally, as a result, Shandong has witnessed itself a great change from an energy exporter of the country to one of the largest energy importer since 1990. In order to improve the existing condition, besides energy-saving and energy efficiency ameliorating, to improve regional energy structure and productivity arc important too.
