This paper puts forward the idea of the system combination of housing security,believing that the process of the system combination contains： short-term and long-term.In the short term,the coexistence of renting and buying affordable housing development mode should be advocated with the increase in the proportion of rental housing security and the rental housing security system should include affordable houses, low-cost rent houses and public houses;the management of housing fund should be ＂quasi bank type＂ mode and the guarantee funds can flow across regions.In the long-term,house renting security system should be built with different levels,gradient and differences.Meanwhile it is encouraged to make the renting house security funds commercialized and market-driven so as to increase the sustainable supply of security funds.
