公共住房在解决低收入群体的住房保障问题上起到很大作用,包括我国在内的很多国家都实行积极的公共住房政策。但大量公房给政府带来沉重负担,同时也产生了诸多社会问题,由此各国纷纷进行住房制度改革。为促进住房的市场化发展,中国也进行了以私有化为主要手段的公房改造。但出于对历史遗留建筑的保护,部分作为公房使用的历史建筑在房改过程中并没有进行产权转换。目前,老城公房的建筑和居住环境很差,老年和贫困人口集聚等社会问题严重,急需进行改造升级。探讨如何在保护好历史建筑、提升社区活力的同时实现这部分公房的改造升级,为我国城市公房的改造提供借鉴意义。
Public housings play a very most important role in solving the housing problems of low-income populations. Most countries have carried out polices of public housing, including China. But a large number of public housings has become into the burden of the governments, and also faces a lot of social problems. So almost all of the countries that have carried out public housing polices have carried out reform in housing system. China also carried out reform that mainly at privatizing the public housing in order to promote the housing step into market. In order to protect the historic buildings, there were a lot of public housings that transformed from historic buildings were not private. Yangzhou is a typical example. Now these public housings face a lot of of problems, such as low quality in building and living environment, concentration of aged and low-income populations, and so on. So these public housings need upgrade urgently. How to make a reform on these remnant public housings on the precondition of protecting the historic buildings and injecting energy to the communities is a very significance to enlightenment to the upgrade of public housing that left from history in China.
