科技产业园区作为我国高科技产业的集聚地,对我国的科技创新和区域经济发展具有重要推动作用。基于文献研究,从投入产出角度,建立了科技产业园区的创新产出效率评价指标和DEA评价模型,动态评价了2007--2010年我国各省科技产业园区的创新产出效率。从创新产出效率的有效性和规模效应角度比较分析了东、中、西部多个省份的科技产业园区的创新产出效率。从投入剩余和产出不足角度对创新产出效率非有效的省份进行了剖析,计算分析了非有效省份的剩余量和不足量,并剖析了产生的原因。最后基于计算结果和区域经济发展特点,提出了相关对策建议。
As the rendezvous of high-tech industry in our country, science and technology industrial parks can greatly promote technological innovation and regional economic development. Based on literature review and from the input-output perspective, this ar- ticle established the innovation output efficiency evaluation index and DEA evaluation model in science and technology industrial parks and dynamically evaluated the innovation output efficiency in each provincial science and technology industrial parks from 2007 to 2010 in China. In addition, it comparatively analyzed the innovation output efficiencies of science and technology industrial parks in multiple provinces in eastern, central and western of China from the perspective of effectiveness and scale effect of innovation output efficiency. The article also analyzed the ineffective provinces from the view of input surplus and output shortage, calculated the residual and insuf- ficiency and explored the causes. At last, on the basis of calculation results and regional economic development characteristics, rele- vant countermeasures and suggestions were put forward.
