基于科研成果的复杂性,从表现形式视角建立了科研成果评价指标体系,通过对科研成果在时间上的离散和集结,运用带有激励偏好的双激励控制线方法,建立了高校科研成果的动态综合评价模型,对我国7省2004—2008年的高校科研成果进行了动态实证评价,计算出了各评价对象在各阶段的激励和"惩罚"大小,较好地反映了7省科研成果的动态变化。最后结合计算结果,从空间和时间角度分析了7省科研成果的差异性,剖析了造成差异的原因,给出了相关对策。
Thinking of the complexity of scientific research,the paper established a research evaluation system from the perspective of the forms of the achievements,and by the dynamic time assembled,this paper established a comprehensive assessment of university research in the dynamic model,based on the method of dual-excitation control lines with preferred incentives.Then the paper made a dynamic evaluation of the scientific achievements of universities in seven provinces in China from 2004 to 2008,and gave the incentive and the ″punishment″ size through calculating the objects at every stage of the evaluation,and reflected the dynamics of scientific research in these seven provinces better.Finally the paper analyzed the reasons that caused the discrepancy from the space and time perspective,which makes an important significance for the management of intercollegiate achievements in scientific research.
