The Marxist conception of time and space providesa better interpretation for the moderniza- tion of state governance system and governance capability. For one thing, from the time dimension, the mod- ernization of state governance system and governance capability reflects both the continuity in goals and tasks in different stages of socialist construction and the difference in developmental phases as well as com- plexity, difficulty and durability in the socialist system construction and improvement. For another, from the space dimension, it reveals the change of state functions and roles as well as the game and conflict between multiple subjects of interest.
