Based on the project of Internet of Things （IOT） in Beijing mass transit railway system, this article proposes the basic concept and framework of the early warning of passenger flow （EWP） and discusses the real-time-and forecast-based EWP. The advantages and disadvantages of different types of early warning are analyzed. The technical flow chart and classification of the system are presented. The suitable warning index system and its application scope for mass transit railway are proposed. Some thresholds of the early warning indices are put forward in the end.
