针对我国当前新型智库建设的重要议题,提出大力构建情报服务体系的观点,拟为决策咨询服务。文章通过分析情报机构向智库转型的动因,阐述两者之间的理论契合,探讨了情报研究对智库研究功能的完善,认为情报服务是新型智库建设的重要组成部分,智库和情报研究都是为决策者提供决策支持服务,两者呈现出跨界融合与协同发展趋势,智库内在蕴含情报工作机制,情报工作机制弥补了智库的结构和功能上的缺陷。未来我国应实现智库研究与情报研究的有机融合,促成情报机构向智库转型升级,充分发挥情报研究在智库研究中的数据支持作用。
英文摘要：
In view of the important issues of the construction of new think tanks in China, this article puts forward the viewpoint of building the intelligence service system to serve the decision-making consultation. Through analyzing the motivation of intelligence agencies transforming to think tanks, this article expounds the theoretical relationship between the two, discusses the perfect function of intelligence research to think tanks, and considers intelligence service as an important part of think tanks. The two are complementary. In the future, we should realize the organic integration of the think tank research and intelligence research, and promote the transformation and upgrading of the intelligence service to think tank, as well as give full play to the intelligent support of competitive intelligence in the think tank.
