Many coalmine accidents attribute to undue controlling behaviors of managers. A manger makes the controlling decision according to his cognition on different controlling measures or methods. If there are problems or errors with his cognition, it is very difficult for him to make controlling decision correctly, and to achieve a perfect controlling result. Based on the questionnaire survey on managers and workers in coalmine, their cognitions in controlling workers' unsafe behavior and their cognitive diversities are analyzed in this paper. It shows that there are cognitive diversities in controlling unsafe behavior between managers and workers, i.e. there are diversities in controlling behaviors between selected by managers and recommended by workers. In order to achieve a perfect controlling result, managers should select the controlling measures according to workers' cognition.
