As Chinese environmental pollution disaster area, the development of energy conservation and environmental protection industry in Beijing-Tianjin-Hebei is particularly emergent. Based on the reality of strong technological advantages in Zhongguancun lack of transfer base and strong industrial foundation in Tianjin-Hebei lack of advanced technology to support, it is an urgent task to build and cuhivate Beijing-Tianjin-Hebei energy conservation and environmental protection industry chains, in order to smoothly attain technology trans- fer and industry connection. There are some problems such as the imbalanced economic developmentin differ- ent locations, regional underdevelopment and industrial linkage difference, etc. Needing to constructing from the perspective of industrial chain of the upper, middle and lower connection and interaction, try to explore the development path of special plans, construction of special zone, finance and tax sharing and so on.
