通过对新疆691户农民的调查可知,目前新疆农业劳动力的老龄化现象日趋严重,农民获取农业信息的渠道依然有限,农业生产规模整体偏低从而使农民收入增长有限。新疆农业劳动力资源的现实状况及特点从短期来看不利于新疆农业生产发展,但从长期来看则可能有利于新疆农业规模化专业化生产。强化财政对农村基础教育以及职业教育的投入,积极推动农地合理流转,构建完善的农村金融服务体系,强化基层政府服务＂三农＂的意识和职能,是顺应新疆农业劳动力资源变化,改善新疆社会经济发展面貌应采取的措施。

Through the survey of 691 farmers in Xinjiang, it is found that the aging phenomenon of agricultural labor force in Xinjiang become increasingly serious, farmers get agricutural information channels is still limited, agricultural production scale is small, it results in the farmersincome growth is limited. Based on the above phenomenon, this paper holds that in the short term it will bring an adverse impact on Xinjiang agricultural production development, but in the long run it will conductive to large - scale and specialized production of Xinjiang agriculture. Strengthen the financial investment in rural basic education and agricul- ture vocational education, actively promote farmland circulation, construct perfect rural financial service system, strengthen consciousness and the function of the basic government services to agriculture, rural areas and farmers. These are right measures that shculd be taken that adapt to Xinjiang agriculture labor resources change, improve social and economic development in Xinjiang landscape.
