The evolution of concepts on conservation and restoration of historic buildings is analyzed to point out that many problems such as the gap between theory and practice in the work of conservation and restoration of historic buildings still cannot be ignored against the background of increasing awareness and ability of conservation.The solution of above problems cannot rigidly adhere to architecture areas：the values of philosophy improve ontic conservation idea,while the evaluation method that originates from system engineering can solve the arbitrariness and fuzziness of conservation.Both applications can effectively promote the progress of the conservation and restoration of historic buildings and truly improve the practice level of the conservation and restoration of historic buildings.
