Education fairness has independent value, and education fairness security is the fundamental value of public education policy. Developing ed!acation is a responsibility of the government, and promoting the education fairness should be the most important responsibility in the process of the government developing education. It is the logical starting point of government redistribution responsibility. Basic public education services need to rely on the idea of innovation education and education fairness, to realize the balanced development of education and the harmonious development as well as the free development, and to achieve the common development of all social members. Evaluation of basic public education services equalization is based on the value standards of external economy value of basic public education serv- ice and all the society members＇s education right as well as the philosophy--sociology--economics conception of educa- tion fairness, and on the operating standards of establishing polybasic investment system, evaluation resource index, high--efficiency resource allocation, harmonious physical--mental development as well as a complete set of policy and measures.
