我国城镇密集地区发展正面临着土地资源岌岌可危、供水紧张与水体污染、大气环境不断恶化、交通问题日益严峻等突出问题，对此，要客观地分析它的积极作用及可能产生的各种负面影响；必须转变城镇密集地区空间规划工作的指导思想，将可持续发展作为其首要的目标导向；研究城镇密集地区在土地、水源和环境容量上的“限度”，维护其生态安全格局；加强区域性综合型交通运输体系建设，积极引导城镇空间发展在区域范围内的合理布局。
英文摘要：
There are many serious problems in the development of town-clusters in China： critical land resources, tensional water supply, water pollution, deteriorative atmosphere environment, austere traffic problems, etc. To deal with those problems, we mustestablish dialectic comprehensin of town-cluster＇s development, analyze negative problems as well as positive effects, change thoughts of towns-cluster＇s planning, clarify the idea of town-cluster＇s sustainable development; investigate the limits of land, water and environment of town-cluster＇s development, keep the structure of regional security;, enhance the construction of regional integrative traffic system, and proactively induct rational cities＇ distributing in regional area.
