In view of the opposite and unity theory of variable sets, variable evaluation of bid theory and method was adopted to comparatively analyze in detail with set pair analysis and extenics evaluation method by illustrating two examples. The basic mathematical theorems of the dialectics were first applied in the field of civil engineering management science, which was important theory and practical significance.
