This paper defines the general efficiency by the Efficiency Theory, and introduces the GOEB（General Optimal Efficiency Behavior） decision function due to the general efficiency definition, it presents the mathematical GOEB model which accords with the restriction of maximum expectation value and fixed investment, and discusses the relative algorithm. Finally a predigested example is given out to expound the rationality of GOEB in the investment decision.
