The emergence and development of rural collective economy in China is inseparable from capable persons＇ initiation and driving.The main factors that determine the driving effectiveness of capable persons are driving potential and moral sense.The key to the effectiveness of the realization forms of collective economy is to scout for capable persons of ＂strong in driving—strong moral＂ sense.Historically,during the People＇ s Communes period,there were many able people.However,because the political correctness was the primary selecting criterion of commune cadres,it is difficult to guarantee capable persons＇ driving effectiveness on collective economy.Under the double-tier system that combines unified and separated operations,family,as the basic decision-making unit of production,effectively stimulated the driving efficiency of capable persons,which thus contributed to the rapid development of rural economy.Cooperative business operation on the basis of family-run operation improved and perfected the household contract system,which accordingly set higher requirements for capable persons.In contemporary China,the key to further pushing forward the development of rural collective economy in the future is focusing on the enhancement of capable persons＇ moral sense.
