This paper, though investigation, researches the main practice, effects and functions of people＇s livelihood pro- jects of Anhui in the southern small county. The implementation reality of 33 people＇s livelihood projects required by the government in Jingde county since 2013 is investigated, and countermeasures and suggestions are put forward to further improve people＇s livelihood projects, especially in small counties in mountain areas of Anhui province.
