内部管理体制改革在高校发展中处于全局性与根本性地位。1999至2011年间我国高校内部管理体制改革重要内容包括人事分配制度、领导体制改革和基层学术组织制度改革与创新。改革与创新盘活了高校资源配置,激发了师生活力,协调了权力运行,释放了基层组织学术生产力,最终提升了高校综合实力。如何将高校目前自发性的、个体式的内部管理体制改革变为我国高校寻求发展、获得突破的整体变革,实现自下而上的推进方式,需对高校内部管理体制改革的经验进行阶段性的梳理与总结,为进一步深化内部管理体制改革提供理论参考。
The reforms of administration systems play an overall and fundamental role as the universities and colleges develop. From 1999 to 2011, the reforms of the interior administration systems in Chinese universities and colleges consist of three main parts: personnel distribution system, leadership system, academic organization system. Reforms and innovations not only revitalize resource allocation, but also motivate the vitality of teachers and students, coordinate responsibility and right, and, release the productivity of academic organization. But how can we transform the spontaneous and individual interior administration system into an integral reform, which can promote the developments of the universities and colleges and make some breakthroughs, realize the top-down promoting mode? We need to do some period summaries about the experience of the reforms of the administration systems, so as to provide theoretical references for further refnrm on the administration system.
