Recently more and more concern has been given the concept ＂equalization of basic public services ＂ But it isn＇ t a easy task to define the concept, unless we define it in the view of political ethics. The meaning of ＂public service＂ comes from for responsibility of Public Power： individual right is prior to government; ＂basic＂ comes from ralation between freedom and ration; ＂equalization＂ roots in the different choice between ＂moral deserve＂ and ＂rights deserve＂ .
