高技术虚拟产业集群是网络经济时代下的新型组织模式,其准入退出机制通过约束成员的进入与退出来有效保障集群内环境。在分析高技术虚拟产业集群具备形成耗散结构条件的基础上,建立了高技术虚拟产业集群形成耗散结构的演化模型,设计了基于耗散结构的高技术虚拟产业集群准入退出机制,从而推动集群不断地从一个耗散结构跃升到新的耗散结构,促使集群稳步有序地成长。

High tech Virtual Industry Cluster is a new kind of organization model in international network economy era. The access and exit mechanism can guarantee the inter environment of High tech Virtual Industry Cluster through restricting members＇ entering and exiting. Based on analyzing dissipative structures conditions of High tech Virtual Industrial Cluster, this article establishes evolution model and design access exit mechanism of High tech Virtual Industrial Cluster,which can drive High tech Virtual Industrial Cluster transfer from one dissipative structures to the new dissipative structures continually and ensure that Hightech Virtual Industrial Cluster runs steadily and orderly.
