北方平原地区存在着地形平坦不利排水、短历时强降雨集中、内涝频发、小城镇高增速亚健康、建设模式套用城市等问题。面对＂全面推进海绵城市建设＂及＂改善县城人居生态环境建设＂等有利于小城镇发展的政策,基于北方平原地区小城镇的现实问题和优势,文章提出在我国全面推进海绵城市建设过程中,基于地貌类型,平原地区应该是重点建设区域;基于城市规模,小城镇的＂海绵化＂建设更应该得到重视,归纳了其＂海绵化＂建设的核心策略,并介绍了关中平原西咸新区海绵城市建设实践经验,以期为推进平原地区小城镇低成本、低能耗、生态化、可持续建设模式提供参考。

英文摘要：

There＇re serial problems in Northern plains, such as too flat to drainage, heavy rainfall in short duration, waterlogging frequent, small towns with high growth and sub-health, construction mode following urban. Faced with the policy in favor of small towns＇ development, such as ＂comprehensively promote sponge urban construction ＂ and ＂improved living County ecological environment＂, based on practical problems and advantages of the northern plains region of small towns, this paper presents two opinions in the process of our country comprehensively promoting the sponge urban construction： 1.based on landforms, the plains should be the focus of the construction area; 2.based on city size, the small towns＇ sponge construction should be taken seriously .Meanwhile, the paper concludes the core strategy, introduces the New West Ham＇s sponge urban construction practices in Guanzhong Plain. The research is aimed to promote small towns＇ low-cost, low energy consumption, ecological, sustainable building practice and research mode in the plains.
