从分析快速城镇化的影响及灾害系统的三要素入手，总结了山地城镇的灾害特征规律，进而针对以上特征，从城乡规划的角度对山地城镇提出相应的防灾策略，并借助数字技术构建一套贯穿于城乡规划各层面的山地城镇防灾规划体系：基于区域城镇减灾环境的空间结构规划提出构建区域安全格局，形成网络化城镇群；基于城镇避灾及其内部防灾的体系规划提出合理进行山地城镇选址，建立安全有效的城镇内部防灾系统；基于地段层面的防灾详细规划提出合理选择建筑形态与建筑群体组合，加强环境设施安全与景观二者的协调性。通过以上防灾规划手段的实施，以期在快速城镇化背号下提升山地城镇的综合防灾能力．

Beginning with analyzing the impact of rapid urbanization and the three factors of disaster system, this paper summarizes the features and rules of disaster in mountainous towns, puts forward relevant disaster prevention strategies from the urban planning perspective, and constructs a perfect system of disaster prevention planning in mountainous towns. This system includes macroscopic construction of region security pattern and forming networked town cluster; reasonable town site selection and developing safe and effective town internal disaster preyention in the medium; and the microscopic reasonable selection of architectural form and combination of architectural groups, and reinforcing coordination between security and landscape of environmental facilities. Through the above steps, the research is expected to improve capacity of comprehensive disaster prevention in mountainous towns.
