针对当前城市内涝频发但灾害防控措施单一而薄弱的问题,术和实际案例,提出了利用精细模型开展城市内涝规划防控的新思路。通过应用城市内涝规划防控新理论,结合降雨情景模拟技不仅探索了对内涝成因、内涝应对现状以及规划防涝效能的甄别、评估技术,验证了精细模型与规划防涝结合的科学性及可行性,同时也为城市雨涝系统中源头控制措施、排水措施及防涝措施的高效衔接提供了科学参考和技术支撑。
According to the current problems of urban frequent water-logging and the single and weak disaster prevention and control measures, the paper puts forward the new idea of urban water-logging planning prevention and control based on the fine model, through the application of new urban water-logging planning prevention and control theory, combined with the rainfall scenario simulation and actual case. So, the paper not only explored the technologies of water-logging causes screening, the water-logging reply status quo assessment and water-logging planning prevention effectiveness evaluation, verified the scientificity and feasibility of fine model and water-logging planning prevention combination, but also provided a scientific reference and a strong technical support for the efficient link between source control measures, drainage and water-logging prevention measures in urban rainfall flood system.
