The paper presents the problems existed in social supervision system in the traditional highway construction management model of＂Project Entity plus Social supervision＂,and analyzes the cause of problems formation. Based on the stage of highway construction management and situation development,demonstrates the feasibility of implementing self-management model. Last,puts forward the key issues of self-management model including optimization of supervisions work,setting up construction site management organization,ascertaining contractor＇s responsibilities and improving the mechanism of liability pursuing.
