梳理我国目前公路建设管理"项目法人+社会监理"传统模式中监理体制存在的主要问题,并分析问题的成因;然后根据目前公路建设管理面临的形势和发展特点论证实行自管模式的可行性;最后从优化监理工作内容和方式,灵活设置现场管理机构,落实承包商主体责任、完善责任追究等方面提出自管模式的实施要点.
The paper presents the problems existed in social supervision system in the traditional highway construction management model of"Project Entity plus Social supervision",and analyzes the cause of problems formation. Based on the stage of highway construction management and situation development,demonstrates the feasibility of implementing self-management model. Last,puts forward the key issues of self-management model including optimization of supervisions work,setting up construction site management organization,ascertaining contractor's responsibilities and improving the mechanism of liability pursuing.
