The paper summarizes the historical evolution and implementation of highway construction project entity responsibility system. Then,analyzes the problems existed in project entity responsibility system,and the cause of problems formation. Last,proposes the conclusion of fully implementing project entity responsibility system in all highway construction projects,at the same time presents some advices to solve the existing problems,including making clear definition of project entity responsibility system,classifying the properties of project entity in non-operation project,giving strict management on project entity＇s qualifications,building supervision and system to constrain project entity＇s behavior.
